Per Möller is a senior lecturer in Culture Studies at Malmö University, School of Arts and Communication. His research is primarily focused on the crossing fields of cultural policies and urban development, with a critical perspective on ideological and political implications in such contexts. His PhD thesis (2021) entitled “Cultural City/City Culture: Ideas about values of culture in Malmö’s urban regeneration 1990–2012” investigates how local cultural policies became part (or not) of the ideas and political actions that dominated the city of Malmö during its most intensive phase of post-industrial transformation. Most importantly the thesis highlights a set of conflicts evolving around cultural policies and social welfare in the face of the ideological (neoliberal) reconfiguration of welfare policies during this period. It is concluded that the field of cultural policies were highly ideologically contestable, acting both as a vehicle for neoliberal ideas and as a (last?) frontier of the welfare state.
